Victor was born in the Phillipines on 12-02-02. This beautiful boy was born premature with cerebral palsy (quadriplegia). His birthmother left him in the hospital.
Victor was moved several times until he was placed in the orphanage for special needs children. He is a tiny little boy who is dependent on his caretakers for all of his needs. Victor receives daily physical and occupational therapy. There has been good progress but he has moderate delays in all areas of his development. He is a boy who has a constant smile on his face and loves the attention of his caregivers. Victor will need a family willing to love, care and help him reach his full potential.
