Adoptive families for Kazakhstan should be open to a child who may have some Kazakh (Eurasian) features. At least 80% of the children will fall into this category. A family cannot specify that they will only accept a Caucasian child. Children can be as young as 12 months at referral but as with all programs, if a family can be open to a child older than that, it will increase their opportunities for adopting. Boys are more readily available than girls are and the wait for girls will be longer and they will likely be a bit older than the boys.
Under the system in Kazakhstan adoptive parents are not given a referral in advance but are presented at the orphanage with two to three children. Following acceptance of child, Kazakhstan law requires a two-week bonding period during which parents visit the orphanage for approximately two hours each day. A social worker comes to the orphanage to see how bonding between family and child is progressing and reports to the Judge at the adoption hearing, which should be within 3-4 days after the 2 week bonding period. There is a 15 day waiting period after the court hearing. One parent could return home after the court hearing, if necessary. It will take approximately one week after the waiting period to process all the remaining documents, then the family travels to Almaty, for 4 business days to process the child’s immigrant visa for the USA.
