Waiting Time After Referral
The referral is not received before the adoptive family travels. On arrival in Ukraine, the family reviews potential referral information at the State Department for Adoption and Protection of Children's Rights. Parents visit with the selected child and proceed with the court date and the INS process.

Bethany will provide post placement for the first two years. The family must send a report to the Ukraine consulate on the third year, and then every three years until the child is 18 years of age.
Bethany has partnered with a physician to offer services to American families seeking adoption.
Upon receiving a family's completed dossier, the State Department for Adoption and Protection of Children's Rights in Kiev, Ukraine, will review their paperwork. If approved, the family will receive an invitation to travel. Families will not receive a referral of a specific child prior to traveling, but will be invited to Ukraine and presented information on a child according to their application. The family travels to the region where the child lives. They spend time with this child whose file they have reviewed and selected to determine if the child is appropriate for their family. They can return to the State office in Kiev if it is necessary to consider a second referral. When they have chosen a child, they will proceed with a court date and the remainder of the adoption process. The fact that families can spend time with a child prior to making the adoption decision and that the adoption can be completed in one trip are unique positives to this program.
