Requirements

Age of Parents:
There must be no more than 45 years between the ages of the parent and child.

Marriage:
Russian law does not specify a minimum length of marriage.

Children in the Family:
Whether by birth or adoption of a child, the arrival of children in the family should not be too close together. It is recommended there be one full year between the placement of children in the family.

Single Applicant:
In Russia, only single mothers are accepted. Preference is given to couples.

Income:
Many regions in Russia “unofficially expect” requiring a minimum of $60,000 per family. The officials will look for financial stability.

Health of Parent(s):
Both parents must be in good health.

Criminal History or Substance Abuse:
Russia will not accept applicants with a criminal, substance abuse, or mental health history.

Travel Requirements:
Both parents must travel to Russia to complete the adoption process. Two trips are required. The expected length of stay for first trip is approximately 7 to 10 days, and the second trip is approximately 21 to 28 days, including the stay in Moscow. It is possible to break the second trip into two shorter trips.

Post-Placement Reports:
Post-adoption reports and photographs must be submitted to Bethany for three (3) years following arrival of the child. Five post-adoption reports and photos are due at the following intervals: arrival, 6 months, 12 months, 24 months, and 36 months from date of court decree.

Post-Placement Registration:
Russian Law requires adoptive parents to have their child registered with the Russian Consulate.

Adoption of Children with Special Needs:
Guidelines may sometimes be waived for the above criteria when adopting children with special needs.
