November 13, 2008: Parquet Delays

A few families have recently been informed that Parquet would not accept their dossiers unless a presidential dispensation (pardon) accompanies their dossier as these families do not meet the old law of 1974 even though IBESR already approved their dossiers. The director of IBESR is trying to find a solution that will prevent orphanages from having to get the dispensations for any dossiers that do not meet the old law. Orphanages are prepared to get the dispensations; however, it is an added step in the process, and they would be grateful to not have to add another step to the already too long process. Today, the director of IBESR was meeting with Mr. Mazar of Parquet in regards to this. She was going to ask for a moratorium for all dossiers already approved by IBESR, that dispensations of all dossiers approved by IBESR before January 1, 2009 would not need a presidential dispensation. In speaking to Dixie from GLA earlier today, there has not been any word of the outcome from this meeting yet. We are all hoping that Mr. Mazar will agree to this. GLA is prepared, as is their attorney, to request presidential dispensations for all our families that do not meet the requirements of the law of 1974 (from families who are currently working on their dossiers, to families currently waiting for approval in Parquet, and all families in between) if the moratorium will not be granted, as well, if the moratorium is granted, for any families who will not have received IBESR approval by January 1, 2009. We will keep you updated as we receive news of the meeting today and how this will further affect our families.
